ROER is an un-incorporated association, the purpose of which is to prevent the establishment
and operation of a Las Vegas style gambling casino in or near Rohnert Park, California, by a purported Indian trible referred
to as the Federated Indians of Graton Rancheria. This organization is authorized to engage in any and all lawful acts and
take any and all lawful actions, including, but not limited to solicitation of funds, for the purpose of enabling and furthering
its purpose.

Any person or entity which seeks to limit Class Three Inidan Gambling (as defined in the
federal Indian Gaming Act) is qualified to become a member of this association, and shall be admitted to membership upon approval
of the membership hereof.
